I did go back and check it again before I posted. It says the laptops were being used in a secure area, just as I said.

Handcuffed laptops are not the solution within a secure area. If they were removed from a secure area, the security lapse was at the exit from the secure area or in having given security clearances to a party that would remove it, not the security within the secure area. Think about it. You don't tie your dog up while he's in the house lest he run away. You guard the open door.
