Good question - I don't know about the power/water, but would imagine that Intel could have some influence there. Only know that the engineers in Mexico are now much better than only five years ago. Not sure why. Is it because everyone has chased to other countries, possibly that has helped the supply?

I'd probably accept downtime at the gain of spreading the risk and utilizing a neighboring country's talent. Maybe Mexico engineers could team up with Israeli engineers in order to step in and help train ROW, if Israel continues to struggle with helping ROW. If you visit Israel, they will take you in, feed you, and take care of you better than your own parents would and you won't want to leave, but when it comes to helping other foreign sites, they are struggling with this - purely because they feel insecure and threatened - and there's no reason for them to feel this way - it's counter productive. If I were Paul O, I'd tell them their site is never going away during his term - maybe that would help them feel confident enough to help other foreign sites - right now, they tend to withhold information purely for self-survival reasons so other Intel foreign sites fail. Not a good situation for a global company, but I think they will out-grow this problem once they can feel confident as a foreign site.
