As far as I know, no one knew it was a CIA fact finding mission until well AFTER the fact, when Plame's cover was blown by the WH, as well as that of her cover corporation for 10 years, Brewster Jennings & Associates. I don't think Wilson announced to the world "I'm working for the CIA!"
