Just like with the Niger "yellowcake", they can suck anything out of their finger and attribute it to anyone, especially as a means to start a war. Now I see they have sucked out that the IAEA has proof that Iran was planning to make a bomb. It's just amazing what liars these people are. But then, I suppose, that's understandable because they are clearly followers of Goebbels' doctrine that the bigger the lie the more it's believed.
