I remember this queer thing with the DOW when it tried to break 3000. It actually closed at 2999.75 two days in a row, and then faded back about 20% over the next few months, only to come charging back and pierce the barrier 9 months later. Even then, it oscillated around 3000 for some time before finally going higher.

And look at the DOW now: it's at a permanently higher plateau!
