The current troops are willing to risk attack by the criminal element to get trained. Many of these people motivated by the ideals of having freedom. They are better trained and better equipped than previous Iraqi military were. I am sure you must have read about the "military plant" news items in the Iraqi press. The excerpt above from your post sounds like it has been taken directly out of the "military plant" news item.
