But Clinton was smart enough to know that invasion would lead to international scorn, huge cost, and quagmire.

Even Bush 41 refused to take ownership of Iraq when we could have, even when we DID have a truly international coalition.

We can't invade every country that we feel is a threat. At least, I hope not.
