I kind of skimmed it, which is probably unfair of me. But it was long and definitely biased. Still, he did list his reasons for Bush being the worst ever.

It takes expertise on any subject to make over-arching, absolute claims.

You are basicly claiming that argument from authority is the best kind. In a scientific approach anyone can make claims, of course the claims have to stand up to review and evidence. In a practical sense few will bother to review claims that don't seem well founded unless there is some sort of authority involved.
