There are economists who make a strong case that "foreign exploitation" leads to vigorous economic growth. Would you say that Japan was exploited by liberal American importation policies?

Just about all the formerly "exploited" nations now have good economies. Once exploitation stopped, they backslid. i.e. Brazil, Chile, Honduras, Botswana, Ghana, etc..

You cannot pay workers in an economy more than the economic base will allow. If you do you get runaway inflation, which is ruinous to localities.

What is paid in all economies is what it costs to live. No more. When I was young in Canada one earned about 12 dollars a day doing labour. But I saved 50% of my pay. Not so today when earning $200 a day is not enough. Was I exploited back then? Yes, but I also exploited my employer as well.
