They don't offer full medical to part timers.
I believe that's pretty much standard in industry.

Of the 30% of full time employees they don't cover, most are either covered by a spouse's or parent's plan or medicare, or have voluntarily not joined the group.
Medical insurance usually means a premium will be deducted from your paycheck. Now in general the employer pays a larger portion of the total premium than you, but you still have to pay. If you have coverage through other means (such as a working spouse- -that coverage is usually spouse + self at the same rate), it makes no economic sense to take the insurance ("join the group"). What you describe is a perfectly rational decision.
