Read carefully, he destroyed "copies" of the same document. He did not destroy the original doc. The judge had an opportunity to examine the original doc. Found nothing of significance. Hence the punishment was minor since the crime was such. He tried to make copies of a document which dealt with a threat that the US was successful in thwarting. What is so difficult to understand.
