The Hated Contractors.
For several weeks Stars and Stripes newspaper ran letters-to-the-editor
supporting and decrying the use of contractors.

I was talking to one of the "regular" Army guys here who was gently
ranting about how overpaid the contractors are. To explain why
contractors are used (and well paid), I asked him three questions.

1. What is the commodity that the Army has the least of right now?
Answer: personnel.

2. What is the commodity that the Army seems to have a lot of in war
time? Answer: money.

3. On my watch team of retirees alone, we have a Navy intelligence
officer, an Army Sergeant-Major, an Army First-Sergeant, and a Sergeant
First-Class. How would the Army put together a team like that, give them
special training, and deploy them? Answer: only with great difficulty.

Fortunately, this is a problem that money can solve. Hire contractors!

I also told him the standard contractor joke.

In the contracting world, there are three parameters: good, fast, and cheap. But, you can have only two, your choice of which. If you want it good and fast, it won't be cheap.

If you want it cheap and good, it won't be fast. Et cetera,
et cetera . . .
