intelligent people are not upset by what is happening.

I'm serious when I write that it is a consciense effort by the Republicans in power to cripple the federal government. To do so they need to run up debt to the point that only interest payments on the debt can be reliably afforded. Besides cutting revenue, they must also spend a lot and it has to be spent in a way that doesn't create another program that people are going to want to keep.
