vk...go back to opening of Close Encounters when pilots are reporting the lights from a UFO to the ATC...then the ATC asks ea pilot if he wants to report a UFO...they say no...then ATC asks if they want to make a report of ANY kind and reply is 'we would not know what kind of report to file Center....' Making a report on paper of something like this not only buries the pilots...it's a stigma as well...which is probably why no reports have been filed thus far EVEN if missiles have been seen.... Notwithstanding any of the above the order will come from Homeland Security to equip all commercial and military aircraft....and it will have to be done worldwide...they have NO choice in the matter....
