All Iraq policy comes down from Bush, Cheney, Rumsfeld, the Joint Chiefs. From there it's telling the commanders on the ground what they want them to do. Rumsfeld and his people knew about Abu Graib and know about smashing into Iraqi homes. They condone it. It's part of their (mis) planning. Just like their failures to guard ammo dumps, stop looting and lose billions in Iraqi oil revenue.

Two years ago we saw footage of US troops knocking down doors of average Iraqi family homes and terrorizing the women and kids. It was on TV. Or you can rent FAHRENHEIT 9-11 and watch it. Then look at an old video of soldiers in Nam as they burn down farming villages just becuse they suspect VC sympathy. And you tell me if there is not a connection, and if these tactics are/were not totally counter-productive. Because every family in Iraq or Vietnam that we terrorize unfairly means dozens if not hundreds of locals against us, who see us as the enemy. Which is why 80% of Iraqis now want us gone, their troops don't fight for us and 45% of Iraqis think it's OK to kill Americans.

This is called pisspoor FUBAR planning, my man. It's no way to fight a smart war. it's a way to get more US troops killed and create more terrorism. Which is why Bushies have failed in Iraq. Not the troops' fault, the White House's fault.
