Right and some people wake up in terror after a bad dream, or when realizing their stock investment went south, or for hundreds of reasons.

That does not mean that someone is using the strategy of hurting innocents in order to cause their enemy to suffer.

Innocents suffer, everybody suffers, under whatever circumstances they find themselves in and especially during armed conflict. The distinguishing factor in labeling something an act of terrorism is whether or not the innocents are being targeted as a strategy to cause harm to a third party enemy, or not.

I fail to see how the necessary searches of homes in the volatile region qualify according to the above criteria.

... but like I said. The term seems to be evolving.

That is a total mischaracterization. What the US describes as "Shock and Awe" doesn't target civilians.
