I forget what Bush's criteria were, but it was something like, 1) Was he found guilty of the crime? 2) Was the penalty for the crime capital punishment? 3) Did he have access to the entire slate of appeals and safeguards he was entitled to.

In one case, Bush refused to commute the execution of a woman who became a born again Christian, but commuted the execution of a man who was basically incorrigible but did not get full access to the safeguards as he should have. I may have the details on this wrong, so don't quote me.

I believe Arnold has declined to commute his sentence. Tookie will soon receive the punishment that a jury of his peers assigned to him. It has been a long time coming.

If he has made piece with his maker, then he can be commended for that.
