That wasn't until later. Harris was talking about more proximate to the event in question. And you know what, he was right. Not with the degree, but in kind. We should have stomped on Fallujah very hard. The Romans understood this, look up the definition of "decimate". If you are going to invade a country to expresse your will, there aren't middle grounds. You have to play the game by its internal rules, you can't just make them up as you go along. You want to invade a country to impose a certain government? Fine, but expect to have around 10% of their population as governors and support. Anything less invites failure. The Brits learned this, and we knew this in Korea, Japan and Germany. We chose to ignore this in Iraq, and we lost.
