C2, I would like to be clear in my mind, as to what is needed/asked for...

It appears to me that you are saying that a significant portion of the nations commerce is affected, and needs to be rebuilt.Therefore Fed govt responsibility.

Not : John Doe needs XYZ facilities, therefore local govt stuff...

Is that a correct eval ?
