Besides that, it's been well established that Bush was hot to invade Iraq on coming into office, as testified to by Richard Clarke in his book and confirmed by Paul O'Neil in his book. All he needed was an sellable excuse. Wolfowitz has previously stated that they settled on WMD's as the rationale to stress because they thought that would be the "easiest sell" to congress and the American people after 9/11. This latest "admission" is made with a hope of revising history, which won't be kind to Paul Wolfowitz.

As someone who learned to "duck and cover" in grade school to hide from the nukes, these terrorists don't seem very scary. They're really a poor substitute for the "commies", but I guess the military-industrial-government fearmongers have to work with what they've got..
