BTW does the methodology say why they rebalance after 12 months? that seems strange to me and arbitrary.

Guess: taxes. Sell the losers < 365 days and the winners > 365 days for best tax advantage. Although I'd be more likely to set stops on the winners instead of selling outright.

Again, that is just a guess. Haven't read the book.
