I think that in earlier times this was bills position as well and smacks of dont ask, dont tell type compromises which all go back to what the definition of is, is. I think burning the flag is speech also but it approaches an act of terror (small t) if and when it is used like a burning cross is. For instance what if someone burns a flag on the lawn of a family whose son is in iraq or even worse died in iraq? So i would agree with hillary on the burning of a flag on someone elses property.
