Yes, if you assume "it is only extortion if the payment is to an illegitimate government" than "the issue is then the definition of a legitimate government" logically follows.

I should probably leave that alone, Tim, but I won't. It does need a correction. You consider it extortion whether the government is legitimate or not. And I can't find a defense of that position. Just a statement that you believe it.
