Al, I don't doubt that politics helped squash the move to make Plan B OTC. What I do doubt is the assumption that making it OTC is perfectly safe, or that the benefits of doing so outweigh the societal cost of misuse or abuse. Hence I view the FDA's 23-4 vote with a massive dose (no pun intended) of skepticism.

In light of the "emergency prescriptive power" for pharmacists, however, I think extending that to all states makes much better sense than making Plan B OTC. Of course, I might be biased ...
