My solution is something i remember from a vietnam war proposal or actual law, not sure. It is a tax surtax on the amount actually paid, not the amount earned. So a low income earner paying $3000 gets hit for an extra $300 while a $30k payer gets hit with another $3,000. Sounds fair & progressive to me in time of war as long as its called a war tax and renewable each year. This way you can keep low rate structure in place to keep incenting.
