Anywhere close to fully occupied and that looks like a bargain.
I wonder if that is a section 8 unit.
(section 8? Is that the right word? If not I mean public low income housing)

It does not look like it.
Building looks OK to me.

That sounds like a GRM of about 5 which is dirt cheap. Safe due to replacement cost being a minimum $50k/unit even if you get the land for free..
