The problem with "stay the course" is that no course was ever set and no course appears to be in mind except to keep on doing what isn't working.

The reason and reality of moving troops out of Iraq is in the numbers.

The steep decline is about the fact that Iraqis are taking over area where terrorists had logistic support. All soft targets are going away. Iraqis are taking up more and more of the patrols. They will start having numbers to replace more and more Coalitions troops in longer term secured area.
