Those two things are the cheapest and best alternatives. I also want W to live up to the promise he made on Sept. 22 at Jackson Square: "We'll not just rebuild, we'll build higher and better," The feds already pay for 80% of the cost. Since Louisiana's economy is devastated and the fed's incompetence was a serious cause of the flooding, the feds ought to pay for 95% of the cost. Otherwise, it won't get done.
