It seems to me that once the heroin gets to Iraq (if this is really so) then you have to smuggle it out again. I don't see where it helps the logistics of the smugglers, and Iraq is a very dangerous place to either take merchandize or be skulking around the borders.

If there is something going on, I would suspect that one side or another is trying to create addictions among their enemies. This is a frequent tactic of civil wars.

Since there are people in Iraq who need money badly- the insurgents need to fund their activities somehow- what better way to get funding than drugs? I'm sure it doesn't hurt matters that unemployment is extremely high- and the drug money probably comes in handy for Iraqis who are not interested in the insurgency, but who are interested in eating.
