In Illinois the feds fund 50% of a levee, the state or land owner pay the rest. The catch for a land owner, say along the Spoon River, is if they use federal funds and one bone or pottery shard that could be Indian gets dug up, the owner has to fund a site dig looking for Indian relics.

From all post analysis, I believe the levee failed because of faulty construction. The levee's did not fail because their design was exceeded by the storm.

It seems the faulty construction was documented.
The cause of the faulty construction and the failures in fixing it in a timely manner I believe are or will turn out to be a local and state problem.
