Why have a waiting list for connection? Just put the price up. Also, there's no lack of spectrum. Just plug in some interstitial base stations, making cell coverage area smaller. What they mean is that it's cheaper to get more spectrum than to install new sites. <That's Lack of spectrum: Private operators, on the other hand, blame the lack of adequate spectrum for turning away consumers. If the government sells spectrum at auction, for what the market will bear, it will be interesting to see whether it's more economic to use more spectrum, or double the number of base stations.

Usually, companies want freebies, so are no doubt hoping to score some spectrum at no, or low, cost. I don't see why tax-payers/citizens should give it away.
