Not at all.

The issue was whether the construction co. was entitled to extra compensation, nothing else.

Plus, as this thing is developing, it appears that in one instance, dredging of the canal broke the water seal created by clay soils. The dredging was of course authorized by the COE.

In addition, the COE OKd the MR-GO project, which served as a conduit for the storm surge, despite being warned. Hell, it needs to be closed down, hardly anyone uses the thing anyway.
