Why did tuition rise in the mid 1970s?

Governor Ronald Reagan (1967-1975) needed additional funds for his massive spending program in California.

Reagan's program, cutting top tax-rates and doubling spending, eventually led California to the brink of insolvency. Then he did the same thing as President.

People never pay attention to actual facts -- they listen only to the PR which proclaimed he cut government spending (by doubling it).
