All the local checks and balances broke down, They got what they paid attention too. The COE does not function in a vacuum. And I know I don't know all the engineering details. I know you don't know. But I do have an idea of the process and what is reasonable to expect. I have see enough facts to have what I believe is an informed belief in what happened. It's not about who fixes it. It's about what is the fix and who pays for the fix. And what is the fix is many different things to many different people. Who pays for the fix is also many different things to many different people. The people who need to get their ass in gear are those who have the most to gain or lose. The locals have got what they elected.
