If you want to pursue plan A in some variation, I suggest you consider carefully how to get around the ant/grasshopper perception. I think it was smart and honest of you to acknowledge the grasshopper factor in one of your posts to me. But I don't think you realize that you can't just acknowledge it and then move right to the "but..." If you (pl) persist in looking primarily to federal relief, you need a strategy to deal with ant-itis. By plan B I had in mind private sources and different concepts for NO.
