Prior to Reagan tuition at U.C. Berkeley was free for California residents.

Reagan's combination of tax-reductions coupled with an explosive growth in State spending led to a need for revenue from other sources.

At Berkeley, Alumnae fund raising and private endowments have replaced much of the lost State funding, with tuition increases picking up the balance.

Reagan's magic of reduced revenues coupled with sharply higher spending was a recipe for disaster everywhere he went. Its easy to understand why Reagan was never able to run a successful business.
