As far as I am concerned the real ambiguity in the 2nd amendment has nothing to do with whether it is a personal right or not ("the right of the people" in our constitution doesn't mean "the right of state organizations), but rather on what is meant by "arms". I would exclude nuclear weapons. In fact I would define it as hand carried personal weapons that attack one target not effecting an area. I would probably exclude conventional bombs, chemical weapons, weaponized diseases, artillery, heavy machines guns and other crew served weapons.
