Yes.

Also its not the type of idea that has to "work" to be correct. It describes reality in certain situations. It doesn't specify anything like "if you cut taxes, revenue will go up". Almost anyone would agree that if you raise taxes from 1% to 10% revenue will go up in most situations, and that if you raise taxes from 70% to 100% (hell why not make it 200%) revenue will go down. The laffer curve just represents that idea, it doesn't say where the point is. It couldn't, the point is variable and is almost never obvious.
