Well, duh. They had to deal with ground to air missiles and other forms of anti-air fire. In addition, their missions often involved flying close to the ground which meant additional ground fire and other obstacles. They were extremely dangerous to people on the ground, not very numerous, and hence considered to be a high value target. So everyone concentrated on them. All of which is noticeably absent for ANG in the US. Aside from the ground obstacles when buzzing things they shouldn't.
