The latter. It is a tough balance for them. On the one hand, they need to play to those who want a strong and infallible leader, i.e. the fascists. For the others, who tend to be more reality-based and know that mistakes can, and in this case, have, been made, they need to be getting real. So now this new campaign to admit mistakes, but making sure no blame can actually fall on their plates. It is like when Bush took blame for the impression he doesn't pay any attention to the news, and that in actual fact he is well informed. Unfortunately, he did that while appearing to be oblivious to the contents of the interview...
