The COE may share part of the blame, but the basic concept for New Orleans is fatally flawed. The COE is mandated to protect against a cat-3 hurricane, but you are quite likely to get hit by something worse. Many people in the rest of the country have already written NOLA off as dead meat. But they are blissfully unaware of the danger of a severe prolonged shutdown of shipping on the lower Mississippi. If it happens, we will hear people who should know better use that handy U-word word again: "unanticipated". <ng>
