It's not really a concept, per se, but a city built as a result of the confluence of history, geography, economics, and necessity.

The folks who think the port of NO can be rebuilt elsewhere, Baton Rouge, for example, are dreaming. The oceangoing vessels that call on NO cannot get there because their drafts are too deep.

I have tried to suggest exactly this in this forum without too much success. Folks' attention is too focused on how "bad" we are, and how we don't deserve protection.

It's a huge two way commerce up and down the river that the nation cannot ignore.
