A Canadian company signed a deal with the Kurds last year.

I think they are getting ready to walk. The income that comes from current oil wells goes directly to Baghdad. According to the new constitution, income from the new wells goes directly to the regional gov't, not Baghdad. Naturally they are moving quickly to drill as many new wells as possible in order to increase their financial reserves.
