You are right--the emphasis being on the past tense. Crime has dropped dramatically. Only one murder since the evacuation. Our crime rate now is probably among the lowest in the nation, devastated police department notwithstanding.

And who is going to pay for protecting such a location with better levees.

We already know the answer to that. Congress has already recognized that it is a federal responsibility thanks to the economic devastation wrought by K. The levees will be fixed by the feds, which is just and proper since the COE failed miserably in its duties to design, maintain, inspect and administer them.

If so many people were poor and living on welfare, then why should they not do that in some other area which would not take such a large investment to protect? Someone can collect a welfare check anywhere. Some people on welfare is to be expected, but New Orleans was far higher than such a level.

There is no such thing as welfare anymore, not in the sense I think you use the word. These "welfare" recipients are for the most part not here anymore and unlikely to return. We don't know how large the city will ultimately be.

New Orleans is a much more dangerous place to be during severe storms than other areas regardless of the quality of the levees.

I've gone through tons of storms here. No problem, though none were like K. I did not have to evacuate as I was out of town.
