Yes, she was a cat. 4 when she made landfall at the coast. NO is not at the coast. Ergo, she did not make landfall at NO. By the time she got here, after travelling over land, she naturally had weakened. She was a cat. 3 when she got here, the category for which the COE was legally obligated to provide protection but failed, miserably, to provide.

I don't want to get into what Bush or Blanco or Nagin could've should've done. But if carranza is going to post accusations built upon inaccurate information, then it's critical to get the foundation of his house of cards right.

Maybe someone can explain better the MidSouth-Entergy Corporation better than I did also.
