Exactly correct.

Categories of hurricane strength are based solely on windspeed, not on storm surge.

A slow moving relatively weak storm can have a very large surge. A small fierce storm that moves quickly may not have a substantial surge at all.

Katrina was both large and fierce, ergo, the surge was huge, despite the fact that she was only a 3 when she got to NO.

It was horrible. Whole towns washed away. But you knew it was coming. And F5 tornado doesn't give you a few days warning.
