I suspect in the details of contracts, the real analysis provides real specs. I expect talking heads to seldom understand or get it right.

What I recall reading is that earlier reports of overtopping were found to be false. But even short term overtopping should not cause failure.

The better solution to prevent surge over topping are gates that isolate the canal That is a very small cross section.

I wonder if earliest designs assumed gates as part of the design. Thus a derated canal design was safe. Then costs and then cancel the expensive gates years down the road by new folks.

The canal is needed for commerce. The gates are safety and added expense. What gets cut.
