c2, I know you won't see this, but others might. In reply to yours, please do understand that each state needs to have their own preparations and practice for potential disasters done ahead of time. It is my guess that each State does not have that done. Certainly as yet. We can learn from the NO and LA disaster. We can also look to nearby states and see how they handled the disaster in their own States. Yes, we can all learn from Katrina, and the States leaders, as well as those at the National level.
