Has the Fed ever before halted a rate hiking campaign when the real fund rate was zero? Is a zero real rate the new definition of monetary "neutrality"?

This is the force behind unprecedented investor optimism and risk taking IMHO.The belief that never again will real rates be significantly positive in the US or anywhere else for that matter.
