Good question. I don't really know the answer. I think part of the answer is that they are looking to get political support and will grow the government or shrink it (or realistically shrink its rate of growth, I doubt it will actually shrink), if they have the power to do so and they think it will get them support. I do think that Bush has certain core principles, I just don't think that either having a larger or smaller government is one of them, and like most politicians he often makes decisions based on considerations of current politics rather than an overall ideology or vision of the future.
